Educational Task Force
The Educational Task Force aims to enhance the standards and quality of education in Negros Occidental.
It is chaired by Dr. Rosario de Guzman, school director of Silay Institute, who was previously auditor of the association. Assisting the ETF chair are nine commissioners - pre-elementary, elementary, secondary and tertiary levels, for the areas of administration, library and guidance, and the two new commissioners for research and publications.
ETF aims to, among others, prepare a Professional Development Plan for school administrators, teachers and non-teaching personnel, conduct seminars and workshops in all levels, encourage the exchange of expertise, ideas and resources among private schools in the province across levels and areas.
It also hopes to strengthen the research capability and skills of administrators and teachers, conduct a province-wide research on topics in different levels and areas, provide teachers and non-teaching staff opportunities to work with each other to learn new strategies and approaches in the performance of their functions, conduct educational trips for performing schools and encourage visits to points of educational interest.
Pre-Elementary Level
The ETF -Elementary Level is committed to provide a strong pre-elementary foundation, which is vital to the development of quality education that results in a socially advanced, culturally literate, morally upright and globally competitive society.
The committee serves as a tool for the empowerment of pre-elementary educators by making them well-equipped instruments for the realization of exemplary and holistic pre-elementary program. Specifically, it aims to keep educators well-informed with trends and innovation in pre-elementary education through training programs and workshops, to identify the needs, issues and concerns of member schools through research, dialogues and consultations, strengthen the research skills of educators and establish good relationships among pre-elementary schools.
Elementary Level
The main thrust of the ETF elementary Level program is the enhancement of the standard and quality of elementary education in the province through a sound program in private schools that will equip teachers to become more effective and productive in their craft, thereby producing quality graduates who are functionally literate, better equipped in basic skills in Mathematics, English,
Science and other academic areas. The thrust will eventually promote critical thinking among learners to prepare them for the rigors and challenges of their high school education.
The commission serves as an instrument in empowering elementary level mentors, thus making them freely exercise their various roles as they become self-reliant, socially responsible, and professionally and technically proficient.
It conducts various seminars and workshops to keep teachers abreast with trends in elementary education and also enhance the skills of pupils and is engaged in the identification of needs, concerns and problems of member schools. The commission also aims to invest resources and efforts toward excellence of teaching and learning.
Secondary Level
The ETF Secondary Level is committed to providing quality learning which strengthens the capacity of teachers and students to act progressively through the acquisition of relevant knowledge, useful skills and appropriate attitudes toward professional competence among the faculty and self-reliant functioning among the students.
The commission also serves as a vehicle for empowering secondary school teachers to become effective educators y providing seminars and programs designed to upgrade and ensure a good standard of teaching methods and strategies toward holistic and harmonious relationship among teachers and institutions.
It aims to conduct seminars, activities and programs to provide learning opportunities for secondary school teachers and opportunities for them to work together to learn new strategies useful in and out of the classroom and sponsor activities for high school students to promote learning and encourage students to strive for excellence.
Tertiary Level
The ETF commission for the tertiary level program was conceptualized in response to a function of the association - which is to enhance the standards and quality of tertiary education in Negros Occidental. It is committed to providing a sound higher education system as a prerequisite for creating an economically successful, socially advanced, culturally literate and internationally-conscious society where a meaningful democracy operates.
The commission, likewise, serves as a tool for empowering tertiary level educators and administrators toward effective and efficient exercise of their roles, implements training programs to keep educators abreast with developments in higher education and eventually invest in excellence in teaching, learning and research.
Its specific objectives include the identification of needs, problems and concerns of member-institutions through researches, dialogues and consultations which serve as bases for planning programs, empower educators and administrators to become more self-reliant, socially responsible and technically proficient and fully aware so that they can respond well to current issues. It conducts training programs for teachers, administrators and students in support of learning, teaching and research activities to eventually strengthen tertiary education programs of private schools in the province.
Administration
The ETF Administration Area is an arm of NOPSSCEA organized to establish linkage among member schools through their administrators. It is committed to plan and implement programs that will enhance the administrative skills of school heads toward greater effectiveness of their respective institutions including their service and relationship to the community they serve.
The Administration Area aims to empower school administrators to become effective in bringing about the best of their resources for the attainment of their school’s vision, mission and objectives and strengthen ties among school heads and administrators for a unified working relationship through, among others, sharing of resources.
Library
The Library Commission is considered a key component of the Educational Task Force. It is responsible for the continuing education of librarians and their staff in all levels - from pre-school to the graduate level. Among the continuing activities it implements are for a, lectures, seminars and workshops.
The Library Commission, among others, surveys the training and continuing education needs of librarians and their staff, invites resources persons, and conducts evaluation of activities. It also reports to the ETF chair the needs and programs to be initiated by the commission.
Research Commission
The Research Commission was envisioned to enhance/strengthen the essential aspect of the private institutions’ intellectual and social structure in providing opportunities for all interested stakeholders to be involved in investigative, scholarly, and creative activities that supports the intellectual endeavors of their respective institutions which will introduce a research culture for NOPSSCEA after 28 years of existence as an organization.
The commission was organized in recognition of the need for educational institutions to develop an environment in which research skills are actively promoted, developed, and celebrated so that they can compete successfully in the global context of the 21st century. Through the commission, research-based education will, hopefully, place students in a discovery-oriented environment, expose them to the cutting edges of knowledge, and give them intellectual and problem-solving skills that will prepare them for leadership roles in business, government, the arts, and other sectors of life.
Specifically, the commission will encourage member schools to engage in collaboration for the conduct of various research and development works to strengthen the professional competencies of teachers and institutional capabilities among private schools in Negros Occidental. It will also offer various types of training and orientation on the conduct of research work, sponsor courses, conduct problem oriented research and provide, if possible, consultancy services on research; help bridge the increasing gap between the standards set by regulating agencies such as CHED, TESDA and DepEd and the quality of performance of private schools in compliance with the aim of developing excellence and quality education among NOPSSCEA member schools. It hopes to conduct a province-wide research on NOPSSCEA on such concerns as its organizational culture or ethos for the past 28 years, its successes and strengths, and what needs to be improved in the different areas.
The Research Commission also hopes to help broaden the professional experience of the faculty and administrators of NOPSSCEA member schools on the conduct of research investigation.
Publications
The Publications Commission is formed to provide vital information, communication and information support to NOPSSCEA programs and activities in all levels.
Specifically, it will be tasked to produce the quarterly newsletter of the association, serve as the NOPSSCEA publicity arm, facilitate the conduct of information and communications-related activities, including lEC-related training programs and eventually handle the publication of prototype and educational materials which the association will publish.
The commission is committed to the task of strengthening the competence of NOPSSCEA faculty and students through training programs that will enhance their technical skills and knowledge in the production of publications, including school organs, yearbooks and journals.
