The Negros Occidental Private Schools Sports Cultural and Educational Association was organized in 1980 with the late Bro. Rafael Donate, then president of La Salle College- Bacolod, now University of St. La Salle, as its founding president. NOPSSCEA was a merger of the Negros Occidental Private Schools Athletic Association and the Negros Occidental Collegiate Athletic Association.

While it was initially designed to combine the forces of the two sports associations of private schools in the province, the association eventually expanded to include the cultural and educational programs in keeping with the need to diversity its scope toward a more holistic approach. It has four Task Forces - Educational, Cultural, Sports and Outreach.

With eight member schools in 1980, NOPSSCEA has grown by leaps and bounds with 54 members in the tertiary, secondary, elementary and pre-elemefntary levels this school year.
